The policy recommendations proposed by Professor Lin Lefen gained the instruction from the leaders of Jiangsu Province

On April 11th 2016, professor Lin Lefen, who was responsible for the project of Jiangsu social science fund "experiment effect and optimization research of mortgage loan for farmland management rights ", wrote the paper “the present situation of mortgage loan for farmland management rights in our province and promotion proposals". The paper was published in social and science achievements monograph phase 4 in Jiangsu dynamic propaganda work. The proposal won the agreement from provincial governor Shi Taifeng and vice-governor Xu Ming and was prized by Jiangsu philosophy and social sciences planning office.

The paper carried on investigation and analysis in the present situations of development of rural property rights and mortgage loan system of farmland management rights in rural financial reform area. The results showed we were gradually forming farmland management rights mortgage modes and farmland mortgage loan for management rights which had achieved initial success. The subject of mortgage loan for farmland management rights became clear gradually. The main problems were the insufficient dispersing ability in credit risk, imperfect land evaluation system, red tape of new business entities, narrow establishment of contracted land management mortgage loan etc. According to the above-mentioned problems, Lin put forward to build a disperse system for credit risk, improve land evaluation system, separate authority and certificate of contracted land management, and establish unified credit files for farmers.

Lin Lefen’s research in this field won recognition of provincial governor Shi Taifeng and vice- governor Xu Ming, and provided theoretical support for the experimental work of mortgage loan for provincial farmland management rights. She set up the model of scientific research and innovation for our teachers and students.
